Many rail car storage firms haven’t required tank car owners to carry insurance on their cars. When a car owner signs the storage agreement, that frequently transfers liability to the railroad holding the car. The liquefied petroleum gas (LPG) industry used a record number of cars to store product over the summer of 2017 and appear likely to repeat that trend in the summer of 2018. Some rail car storage operators, which includes short line railroads, are looking at their risk profiles.
